Are thermal pads necessary?
Yes. Without a pad there is an air gap and the heatsink does little. Use the pad supplied, at the thickness intended, and remember to peel off its protective film.

No. A heatsink protects against heat-related slowdowns during sustained work such as moving games. It does not raise a drive's rated speed.
